A Review on U.S. Policy Giving Priority to Preschool Education for Children with Disabilities

Abstract In 1975,when only 24% of normal preschool-aged children were enrolled in preschool programs,U. S. Congress passed a law to encourage states to provide adequate and free education for all preschool-aged children with disabilities. Since then,U. S. Congress has gradually strengthened “Preschool Grants Program” so that the development of pre-schooling for children with disabilities are far more advanced than that for normal children. With the efforts of governments at different levels,U. S. has been successful in providing free education for all preschool-aged children with disabilities. We can borrow the experience of the United States in terms of this policy.
